HNCDI is mainly engaged in technical consulting services such as investment consultation and evaluation for the National Development and Reform Commission, engineering feasibility evaluation for provincial development and reform commissions, technical consultation for approval on behalf of the Ministry of Transport, engineering feasibility review on behalf of provincial industries, survey and design review consultation, dual-institute review, design supervision, geological exploration supervision, special evaluations (safety evaluation, project risk assessment, social risk assessment, etc.), design scheme optimization, construction technology consultation, cost consultation, internal audit of projects, etc. Covering the highway industry, municipal industry, and construction industry, its business operations span across 22 provinces (cities, districts). HNCDI is among the first batch of provincial-level units to enter the qualification database for review on behalf of the Ministry of Transport, having completed 25 projects reviewed on behalf of the Ministry; 13 projects evaluated on behalf of the National Development and Reform Commission; 53 projects reviewed on behalf of provincial departments; 176 projects involving design (geological exploration), supervision, technical consultation, and review; and 154 other projects including feasibility study evaluations and special consultations. The cumulative mileage completed includes approximately 7,000km of expressways, about 2,000km of trunk highways, and around 1,000km of municipal roads. It has established a consulting brand advantage characterized by professional technical services in mountainous expressways, highway reconstruction and expansion, composite corridors in economically developed areas, as well as special structure bridges, extra-long and large-span mountain tunnels, underwater tunnels (large-diameter shields, weir construction), and other tunnel and municipal underground engineering projects, as well as comprehensive geotechnical investigation engineering.
