International services commenced in the 1990s, mainly in respect of surveying, design and consulting of highways, bridges, tunnels, municipal works and waterborne transport. In 2004, HNCDI was granted the Qualification Certificate of Overseas Project Contracting by the Ministry of Commerce. And in the same year, it became a member of China International Contractors Association. In 2021, HNCDI was qualified as a "Feasibility Study Company in Foreign Assistance Projects (Engineering Projects)" under China International Development Cooperation Agency. In the same year, HNCDI became a member of International Advisory Committee under China International Contractors Association, being one of the first 23 members to join the committee. In 2022, HNCDI was certified by the Ministry of Commerce as a "Foreign Assistance Packaged Project Management Company" (specialized in building construction and highways). So far, HNCDI has undertaken many international surveying, design and EPC contracting projects in Laos, Cambodia, Nepal, Sri Lanka, Mali, Rwanda, Philippines, Georgia, etc., generating a total contract value of approximately USD 60 million.
